Well, it does appear that you're on the right track here; the pic you posted looked surprisingly good.

Looks even better when animated. :)

Animated objects don't mipmap, so that's no prob either. And you can change the speed of the animation too. No rain when you walk in a building, just there wherever you placed it...think this is the best method. :)

There are water disturbance triggers to use, though not certain if the valid settings would create the effect you're speaking of. At the least, they do stir up the water.
